Medicare is a federal health insurance program primarily for people 65 and older (and some people with disabilities), administered by the Centers for Medicare & Medicaid Services (CMS). Medicaid is a joint federal-state program for people with low income. They can work together — "dual-eligible" beneficiaries qualify for both. The Annual Enrollment Period (AEP) runs October 15 – December 7 each year. Changes made during AEP take effect January 1.
